RICHMOND HILL OFFICIAL PLAN Granted PARTIAL APPROVAL
Ontario Municipal Board Order Allows Richmond Hill to Continue ‘Building a New Kind of Urban’
RICHMOND HILL – Over a year since it was first appealed, on April 5, 2012, the Ontario Municipal Board (OMB) granted partial approval of the Richmond Hill Official Plan (July 2010), bringing parts of the Official Plan into full effect for the majority of the lands in the Town. Certain lands within the Plan area and certain policies of the Official Plan remain under appeal to the OMB and will continue to be the subject of the ongoing appeals process.
The new Official Plan represents a fundamental shift in the Town’s approach to land use planning through its emphasis on Environment First and Sustainability, City-Building and Place-making. It establishes land use policies for the physical, social and economic growth of the community, influencing how the community looks, feels and functions. The new Official Plan is a vision that will guide Richmond Hill’s transformation over the next 25 years all while maintaining and enhancing Richmond Hill’s unique identity and character.
“An Official Plan is one of the most powerful public policy documents that a municipality has to guide future growth and development and meet the needs of its community,” said Mayor Dave Barrow. “For those parts of the Plan now in effect, this partial approval allows us to implement the vision our residents have for Richmond Hill as we evolve into a more mature urban place.”
The Town’s unique approach to public consultation (People Plan Richmond Hill) resulted in the opinions, suggestions and ideas of over 2,000 people being distilled into the directions and policies of the new Official Plan.
The partial approval of the Official Plan helps to bring the Town’s land use policies into conformity with Provincial and Regional policy direction. The majority of the lands within Richmond Hill are subject to the partially approved Official Plan, replacing portions of the former Official Plan, as amended, including the majority of the Town’s former Secondary Plans.
The OMB process will continue for the unapproved portions of the Official Plan. The next Pre-hearing is scheduled for June 15, 2012.
