Committees of Council

Seeking Citizen Members of Committees

The Town of Richmond Hill is reaching out to engage its citizens – calling for people who are interested in becoming citizen members on local committees.

An open house on November 20, 2014 (7-9 p.m.), will provide attendees with an opportunity to learn about the role of citizen members and the issues considered by each committee or board. Becoming a citizen member of a committee offers people the chance to meet their neighbours, work with Councillors, share their expertise, learn new skills, help Council as they guide the Town and work together to build the community.

To be eligible to participate as a committee member, applicants must be a Richmond Hill resident and/or a property owner, a Canadian citizen, 18 years of age or older, and not employed by the municipality or local board. The committees seeking citizen members are:

  • Accessibility Advisory Committee
  • Committee of Adjustment
  • Heritage Richmond Hill
  • Mayor’s Endowment for the Arts Application Review Committee 

  • Property Standards Committee
  • Richmond Hill Heritage Centre Advisory Committee
  • Richmond Hill Public Library Board
  • Road Watch Committee


If you are interested in being considered for appointment please submit an application online here or at the Town Clerk's Office on the Ground Floor at the Town’s Municipal Offices during regular business hours.

Applications are due November 28, 2014. If you are applying for more than one Committee, separate application form must be submitted for each Committee.

Council Task Forces

Civic Precinct Task Force
The mandate of the Civic Precinct Task Force is to assist and make recommendations to Council with regard to the opportunities to leverage, partner and facilitate development of the Civic Precinct/Civic District area in accordance with the vision and purpose of this site to realize the strategic goals of the Town of Richmond Hill.

Civic Precinct Task Force meeting dates and times are determined by the Task Force at the beginning of each year. Task Force members include:

Economic Development Task Force
The mandate of the Economic Development Task Force is to assist and make recommendations to Council with respect to the implementation of the Economic Development Strategy for the Town of Richmond Hill.

People Plan Task Force
The mandate of the People Plan Task Force is to assist and make recommendations to Council with regard to the development and preparation of new Town of Richmond Hill Plans, including the Cultural Plan, Parks Plan, Recreation Plan, Environment Strategy and Secondary Plans for the Town of Richmond Hill.

People Plan Task Force meeting dates and times are determined by the Task Force at the beginning of each year. Task Force members include:

Accessibility Advisory Committee (to November 30, 2014 or until a successor is appointed):
The mandate of the Accessibility Advisory Committee is to provide advice and comments to Council and staff with regard to the preparation, implementation and effectiveness of the Richmond Hill’s Accessibility Plan, the Ontarians with Disabilities Act, 2001 and the Accessibility for Ontarians with Disabilities Act, 2005.

Accessibility Advisory Committee Terms of Reference [PDF]

Committee of Adjustment (to November 30, 2014 or until a successor is appointed):
The Committee of Adjustment is authorized by the Ontario Planning Act to handle minor variances, legal non-conforming uses and consent applications. The Committee’s consent is also required when the terms of an agreement, such as a lease, easement or mortgage commits the land to a use for a period in excess of 21 years.

The Committee of Adjustment meets on Thursday evenings every three weeks at 7 p.m. in the Council Chambers at the main Municipal Offices, located at 225 East Beaver Creek Road.

Council Compensation Review Committee (Winter 2013-Fall 2013)
The mandate of this Committee is to produce an independent report with recommendations for the level of total compensation for the Council for the term of office commencing December 1, 2014.

    Heritage Centre Advisory Committee (to November 30, 2014 or until a successor is appointed): 
    The mandate of the Richmond Hill Heritage Centre Advisory Committee is to advise and/or make recommendations to Council with respect to the following areas:
    • Short and long-term planning to provide recommendations on the development of Heritage Centre;
    • Programs and services to be offered at Heritage Centre to ensure that the Heritage Centre is open to serve the needs of the public and make recommendations for new programs and changes to existing programs based on needs assessments;
    • Marketing and fundraising activities to raise public awareness of the Heritage Centre and its activities and to raise funds for the Heritage Centre;
    • Facility development and maintenance of the Heritage Centre;
    • Advising staff with respect to the historical and cultural aspects of the collection and with respect to safety, security and preservation and the Heritage Centre’s collection.

    The Heritage Centre Advisory Committee meets every second month, with the meeting dates and times to be determined by Committee at the beginning of each year.

    Heritage Centre Advisory Committee Terms of Reference [PDF]

    Heritage Richmond Hill (to November 30, 2014 or until a successor is appointed): 
    The mandate of Heritage Richmond Hill is to act as an advisory committee to Council on matters relating to the designation of individual properties and the designation of heritage conservation districts, as outlined in the Ontario Heritage Act. In addition, Heritage Richmond Hill acts as a resource for citizens in matters pertaining to conservation, restoration and renovation of heritage properties. The Committee also works to raise awareness of the Town’s heritage in the community.

    Heritage Richmond Hill meets monthly, with the meeting dates and times to be determined by Committee at the beginning of each year.

    Mayor's Endowment for the Arts Application Review Committee (to November 30, 2014 or until a successor is appointed):
    The continuing mandate of the Review Committee is to review and evaluate submitted grant applications from performing artists and arts groups to confirm that they meet established criteria and relate to eligible costs. The Review Committee is empowered to make grant award decisions based on the approved criteria. The Review Committee is not compelled to award any grants and can vote not to award any grants in a particular period of time if none of the submitted applications meet the established criteria.
     
    The Review Committee meets on an “as needed” basis with the meeting dates and times to be determined by Committee at the beginning of each year.

    Road Watch Committee (to November 30, 2014 or until a successor is appointed): 
    The mandate of the Road Watch Committee is to work as a community-based Committee of appointed citizens and business representatives, with the assistance of the York Regional Police and staff from the Environmental & Infrastructure Services Department, to undertake various information initiatives to help make Richmond Hill a safer place to work and live in respect of public highways and other similar roadways. This will be done through various methods, including information provided on the Town’s website and public information initiatives, such as booths/displays at malls and various festivals and gathering within the Town. The Committee will recruit sponsors to cover its ongoing costs and develop, maintain and update the Road Watch report form as necessary.

    The Road Watch Committee meets monthly, with the meeting dates and times to be determined by Committee at the beginning of each year.
