Richmond Hill to Invest $77 Million in the Community

2022 draft capital budget to update roads, stormwater facilities and community centres 

RICHMOND HILL – Richmond Hill Council continues to deliver on its priority of fiscal responsibility with a $77 million draft 2022 capital budget that will focus on efficient and well-timed maintenance of core City assets.

Richmond Hill’s capital budgeting process underwent a comprehensive review in 2021 to integrate the City’s enterprise asset management system into capital planning. This ensures the City prioritizes the right projects at the right time for optimal use of available funding and maximum value to taxpayers.

The draft capital budget focuses on the repair, replacement and enhancement of core city assets such as roads, stormwater ponds and sewers. Richmond Hill will also rejuvenate several local parks and update mechanical systems at Rouge Woods, Richvale and Bayview Hill community centres.

Significant projects in the capital budget include:

Highway 404 Overpass North of 16th Avenue (City contribution to York Region project)

$14,880,400

King Road reconstruction (City contribution to York Region project)

$5,180,900

Bathurst Street (watermain replacement north of Major Mackenzie Dr. to Elgin Mills Rd.)

$4,246,300

Bethesda Sideroad reconstruction (road and illumination from Anchusa Dr. to Leslie St.

$3,293,300

Operations Centre roof replacement (Phase 2) – construction

$2,065,000

Oak Ridges Community Centre – exterior wall rehabilitation

$2,000,000

Twickenham Stormwater Ponds – rehabilitation

$1,733,000

Dove Park Revitalization – construction

$1,700,000

Yonge Street Sanitary Master Servicing Plan (City contribution)

$1,581,100

Replace Aerial Fire Truck

$1,500,000

The majority (80%) of the capital budget is funded by non-tax sources, such as the Canada Community-Building Fund (formerly Federal gas tax grants), the stormwater rate and development charges. Richmond Hill Council set a maximum of $16 million (20%) to be funded by property tax supported reserve funds.

The Budget Committee of the Whole approved the draft 2022 capital budget at its meeting October 19. The capital budget will go to the October 27 Council meeting for final approval.

  • Richmond Hill’s capital budget outlines the financial needs for growth and maintenance of existing infrastructure, such as community centres, fire stations, pools, parks, trails, arenas, roads and sidewalks.
  • Capital project work plans typically span two to four years as they often include multiple stages such as feasibility studies, environment assessments, functional and detailed design and construction.
  • Significant capital projects in 2021 included restoration of the Richmond Hill David Dunlap Observatory, upgrades to Bond Lake Arena and Elgin West Community Centre, Powell Street and Wright Street reconstructions and water main replacement on Major Mackenzie Drive.
  • The 2022 operating budget will be discussed at the November 23 Budget Committee of the Whole meeting.
  • Earlier this year, Richmond Hill Council set a target of a 0% operating budget increase, for the second consecutive year.
