We recognize the value of participating in recreation and culture activities and believes all residents, regardless of financial circumstances, should be able to enjoy the programs and services offered through the Community Services Department.

The Fee Assistance Program supports Richmond Hill residents in participating in recreation and culture activities.  Each year eligible families can be approved to receive a subsidy of up to $100, twice a year, for each family member to put towards various programs and services offered by the Recreation and Culture Division. Those approved will receive a coupon code so that the funds can be applied to their program registration or membership.

The coupon code must be used within the approved year. If the funds are not used for programs in that calendar year, the coupon will no longer be available.

To apply for the Fee Assistance Program complete the online application form.

What is included?

Fee Assistance coupons can be applied to the registration fees for Recreation and Culture registered programs and memberships such as:

  • Swimming lessons
  • Recreational sport programs
  • Camp
  • Arts and crafts programs
  • Skating
  • Fitness and swimming memberships
  • Programs for all ages

The Coupon cannot be applied to the following fees: 

  • Program materials and supplies
  • Richmond Hill Centre for the Performing Arts Box Office tickets
Who qualifies for Fee Assistance?

The Richmond Hill Fee Assistance Program is for people who:

  • Are current residents of Richmond Hill with proof of residency such as a recent utility bill, driver's licence, a lease agreement or a mortgage statement (please provide two of these items)
  • Have a total individual or combined family income below the low income cut off (LICO) amount
  • Can provide a recent Notice of Assessment from the Canada Revenue Agency or proof of financial status, authorized by a banking official
  • Understand that Richmond Hill staff must review and approve the request
  • Are not receiving funding from another source
What is the application process?

Submissions must include:

  • A completed fee assistance online application form 

All of the required documentation, which includes:

  • Proof of residency
  • Notice of Assessment from Canada Revenue Agency, Canada Child Care Benefit statement or financial statement
    • NOTICE OF ASSESSMENT(s) is REQUIRED for ALL immediate family members that are adults (18 years+). This does not include roommates or other non-immediate family members. They must complete their own application, unless a full-time student. (Notice of Assessment is the form that the Canada Revenue Agency sends to all taxpayers after processing their returns. If you do not have a copy of your Notice of Assessment, it can be obtained by calling 1-800-959-8281).
  • Proof of identification of all members of the household (photo ID)

The review process can take up to three weeks.

2. When can I register for a program?

3. Does approval of my application guarantee my program choice?

  • No. Registration in programs is dependent on space availability.

4. Can I transfer my subsidy to someone else?

  • No. Your individual coupons cannot be transferred to other individuals or family members.

5. Once my subsidy is approved, how often do I need to apply? 

  • If you continue to meet all of the eligibility requirements, you can apply for the program each year.

6. How do I register for programs, if my application is approved?

  • Registration for programs is done through the ActiveRH registration system. If there is a balance owing on the registration, above the value of the fee assistance, the balance is the responsibility of the client.

Other fee assistance programs

There is also a Richmond Hill Chapter of the Canadian Tire Jumpstart program. The Jumpstart program helps kids whose families can't afford organized sports and other recreational activities.

York Region Recreation Subsidies

York Region offers subsidies for children from families with low income to take part in recreation programs and day camps offered by local municipalities. Please visit or call Access York 1-877-464-9675 for more information and to see if you qualify.
