Parking and By-law Portal

Richmond Hill’s parking and by-law portal allows you to:

  • Pay parking and by-law tickets (penalty notices);
  • Purchase a Temporary Parking Permit from one convenient location (registration and login required); and
  • Dispute a parking or by-law penalty notice (visit our Dispute a Penalty Notice Page to learn more). Note: Penalty notice and licence plate numbers are required.

To access Richmond Hill’s Parking and By-law Portal, please use one of the following web browsers: Chrome, Firefox or Microsoft Edge.

Parking and By-law Portal

Pay Parking at Lake Wilcox Park

Pay parking at Lake Wilcox Park is in effect from April 1 to September 30 each year. Free parking permits for Richmond Hill residents are currently available through the Parking and By-law Portal. Click on "Obtain a Parking Permit" and create an account or enter your existing login information.

Free resident permits are linked to a license plate number and residents can obtain one permit per household online. If a Richmond Hill household requires more than one free permit for the Lake Wilcox Park parking lots or have previously registered a vehicle plate and require assistance, please contact Parking at 905-771-8860 from Monday to Friday between 8:30 a.m. to 4:30 p.m., or email parking@richmondhill.ca. A valid reason for requiring more than one permit is required (i.e.,  a second permit will be issued for accessibility reasons, for Oak Ridges Community Centre users or if there are tenant/property owner arrangements at a particular address). Carpooling is strongly encouraged.

Parking regulations

Richmond Hill's Parking Control Section enforces the rules and regulations of our Parking Regulation By-law on public and private property. The Parking Regulation By-law includes a number of rules about parking on public and private property. View some of Richmond Hill's parking rules below.

Overnight street parking from December 1 to March 31 - $75 fine

There is no parking on any street between 1 a.m. and 7 a.m. from December 1 to March 31.

Parking on boulevards - $40 fine
