The Urban Master Environmental Servicing Plan (UMESP) is a master plan to identify water and wastewater system improvements required for the City of Richmond Hill.
Current Status and Next Steps
The UMESP was approved at the December 13, 2023 Council meeting. The notice of completion been posted to initiate the 30-day public review period in accordance with the Municipal Class Environmental Assessment process.

Study Overview
The 2023 Urban Master Environmental Servicing Plan (UMESP) is an update to the City’s 2014 UMESP. This strategic master plan is being updated to identify water and wastewater system improvements required to accommodate the population and employment growth identified for the City of Richmond Hill through the most recent Provincial growth plan as well as the York Region and City of Richmond Hill Official Plans.
The UMESP makes recommendations for the water and wastewater system improvements needed to support growth to 2041, 2051 and the projected ultimate build-out of the City.
These recommendations also include new or updated costing for all identified water and wastewater projects to support and inform the 2023 update of the City Wide Development Charge By-Law.
Public Consultation
In accordance with the MCEA process, a public information centre was held in July 2023 to present the findings of the UMESP update.
