Capital Asset Sustainability Levy |
Richmond Hill is responsible for the repair and maintenance of roads, community centres, trails, watermains and more. The funding for this comes in part from a fee that is added to property tax bills. Prior to 2019, the Capital Asset Sustainability Fee was applied as a flat fee to all tax accounts in Richmond Hill. In 2019, the fee transitioned to a levy on each property, based on a percentage of the Phased-In Assessment Value of a property as determined by the Municipal Property Assessment Corporation (MPAC). Administering the levy based on property values is a more equitable approach to infrastructure funding. The levy will raise the same amount of funds as the fee; however, there will be changes in the amount payable among residents and business owners. Council will set the overall amount to be collected through the levy during the Budget process. The levy will appear on the Final Tax Bills, which are mailed to residents in June of every year. If an electronic payment is made to an old property tax account that you no longer own, there is an administration fee to transfer the payment to your new Richmond Hill property tax account. |
Income Tax Receipt: $21.00 per calendar year |

New Account Fee: $44.50 |
If your property is new to the tax roll, there is a one-time fee associated with creating the tax roll. |
Payment Refund: $39.00 |
If an electronic payment is made to an old property tax account that you no longer own, an administrative fee will be deducted from the refunded amount. |
Overdue Notice: $9.00 |
All tax accounts that are issued a reminder notice will be charged a fee to cover the cost. Payment reminder notices are issued after the due date for each billing. |
Dishonoured Payment Fee: $48.50 |
If your payment is refused or dishonoured by your financial institution, you will be charged a return payment fee. This can include payment by cheque or pre-authorized debit. |
Tax Certificate: $97.50 |
There is a fee to purchase a Tax Certificate. Please see details at our About Your Tax Bill section. |
Tax Ownership: $44.50 |
Change of ownership fee on the tax account will be applied when we update the ownership. A statement will be mailed after the ownership change has been completed to indicate this charge. |
