Richmond Hill Fire and Emergency Services receives a number of requests for reports, participation and permits. Below you can find information on the process for requesting these.

Alternative Solutions to the Ontario Building Code, Ontario Fire Code Review, or Development Agreements Submission

To submit an alternative solution to the Ontario Building Code, Ontario Fire Code Review, or to development agreements for review and approval either submit an online request, or send two hard copies in binders to:

Note:  Prior to submitting your proposal, it is highly recommend you consult with a Fire Prevention Staff member first to discuss your proposal and to determine if it is within the scope of our review.   

Fees

The cost for an Alternative Solution to the Ontario Building Code, Ontario Fire Code, or development agreements varies from $183.78 - 203.43 (plus HST).

Community Event/Public Education Request

Richmond Hill's Public Fire and Life Safety Education program helps to protect our community by teaching residents about fire and injury prevention and other safety topics. There are two full-time Fire and Life Safety Educators to help all residents learn how to make a safe community.

Please submit your request for any of our programs by using the Community Relations and Education Request Form. We require at least four weeks notice.

If you are requesting a Community Helpers visit, please be sure to review the information regarding the program prior to submitting a request.

Fire Emergency Response Report

To obtain a copy of Fire Emergency Response Report submit an online request, or send a written request to the Fire Chief at the address below:

You need to include:

  • the type of report
  • the date of the incident
  • the location of the incident
  • the name(s) of the owner(s) of the property or people involved in the incident
  • a cheque payable to the City of Richmond Hill for the amount of your report fee

Fees:

A copy of a Fire Emergency Response Report costs $132.65 (plus HST). There will be an additional 2.6% convenience fee added to the cost if submitting the request online.

Fire Inspection

To request a fire inspection for a premise you can either submit an online request, or send a written request via courier or mail to:

You need to include in your written request:

  • letter clearly identifying the property and/or business to be inspected
  • authorization from the current owner (letter of consent)
  • a cheque payable to the City of Richmond Hill for applicable fees

Fees

Fees are based on the area of each premise being inspected:

  • $207.30 (plus HST) for first 2000 square meters
  • and $31.21 (plus HST) for each additional 300 square meters or part thereof
  • Online requests are subject to an additional 2.6% convenience fee.

Fire Inspection Report or Inspection Order

To obtain a copy of an existing Fire Safety Inspection Report or an Inspection Order submit an online request or send a written request via courier or mail to:

You need to include in your written request:

  • letter clearly identifying the property and/or business in question
  • the date of the inspection to which the Fire Safety Inspection Report/Inspection Order pertains
  • authorization from the current owner (letter of consent)
  • a cheque made payable to the City of Richmond Hill for service fees

Please note that only a copy of the Fire Safety Inspection Report/ Inspection Order will be provided. Richmond Hill Fire & Emergency Services will not comment on the status of the Report/ Order or property. To obtain the status report for a property one can request a Property Records Search Report. To be certain that a building is currently in compliance with the Ontario Fire Code it is recommended that a request for inspection be made.

Fees

The cost to obtain a copy of a Fire Safety Inspection Report/ Inspection Order is $132.65 (plus HST).  Online requests are subject to an additional 2.6% convenience fee.

Fire Investigation Report

Fees:

A copy of a Fire Investigation Report costs $219.00 (plus HST). There will be an additional 2.6% convenience fee added to the cost if submitting the request online.

Fire Safety Plan Submission

To submit a fire safety plan for review and approval either submit an online request, or send two hard copies in binders to:

Fees: 

  • Fire Safety Plan Review - Outside Scope of Article 3.2.6.1* of the Ontario Building Code - New Review - $153.00 (plus HST) 
  • Fire Safety Plan Review - Outside Scope of Article 3.2.6.1* of the Ontario Building Code - Subsequent Review - $77.00 (plus HST) 
  • Fire Safety Plan Review - Within Scope of Article 3.2.6.1* of the Ontario Building Code - New  Review - $184.00 (plus HST) 
  • Fire Safety Plan Review - Within Scope of Article 3.2.6.1* of the Ontario Building Code - Subsequent  Review - $92.00 (plus HST)  
 *Article 3.2.6.1 of the Ontario Building Code

(1) Except as provided in Sentence (2), this Subsection applies to a building,

(a)  of Group A, D, E or F major occupancy classification that is more than,

(i)   36 m high, measured between grade and the floor level of the top storey, or

(ii)  18 m high, measured between grade and the floor level of the top storey, and in which the cumulative or total occupant load on or above any storey above grade, other than the first storey, divided by 1.8 times the width in metres of all exit stairs at that storey, exceeds 300,

(b)  containing a Group B major occupancy in which the floor level of the highest storey of that major occupancy is more than 18 m above grade,

(c)  containing a floor area or part of a floor area located above the third storey designed or intended as a Group B, Division 2 or 3 occupancy,

(d)  containing a Group C major occupancy in which the floor level of the highest storey of that major occupancy is more than 18 m above grade, or

(e)  containing a retirement home, where the floor level of the highest storey of the retirement home is more than 18 m above grade.

(2) This Subsection applies to a building or part of a building constructed in conformance with Article 3.2.2.49A. in which the floor level of the highest storey is more than 18 m above grade.

Fireworks and Pyrotechnics Vendor Permit Application
To sell fireworks in Richmond Hill, you must have a permit approved by Richmond Hill Fire & Emergency Services. Complete the Application for Fireworks and Pyrotechnics Vendor Permit application online. 
Fireworks and Pyrotechnics Discharge Application

If you would like to host your own fireworks display, you must obtain a permit, except on Canada Day and Victoria Day.

Complete an Application for Fireworks and Pyrotechnics Discharge for any fireworks display that you wish to host. Setting off of fireworks is not permitted on public property, unless permission from the property owner is obtained.

Open Air Burning Permit Application

A permit is required for any open air burning in Richmond Hill. Complete an Open Air Burning Permit Application online.

Property Records Search

To obtain a Property Records Search report submit an online request or send a written request via courier or mail with the following information to:

You need to include:

  • property address
  • request letter
  • authorization from current owner
  • a cheque payable to the City of Richmond Hill

Please note only Fire Service records will be searched through this request process.  Also, the property records search report is limited to whether there are outstanding notices or orders only (i.e., will not indicate retrofit status, last inspection conducted, or other information).  If there are outstanding notices or orders,  a copy will be attached with report.

Fees:

The cost for a property records search varies from $137.84 - 270.50 (plus HST) depending on the number of units within the property. There will be an additional 2.6% convenience fee added to the cost if submitting the request online.

If submitting a written request for multiple units or the building contains multiple units, please contact Fire Prevention so we can determine the fee in accordance with our tariff of fees by-law.  

Risk Safety Management Plan

To submit a risk safety management plan for propane installation distribution centers for review and approval either submit an online request, or send two hard copies in binders to:

  • Risk Safety Management Plan Review - Propane - 5000 USWG or less - New Review - $620.77 (plus HST) 
  • Risk Safety Management Plan Review - Propane - 5000 USWG or less - Modify Existing - $322.00 (plus HST) 
  • Risk Safety Management Plan Review - Propane - Greater than 5000 USWG - New Review - $3102.82 (plus HST) 
  • Risk Safety Management Plan Review - Propane - Greater than 5000 USWG - Modify Existing - $2792.44 (plus HST)

Who can get a report?

Fire and Emergency Services will only provide reports to the owner(s) of the property or vehicles involved. You can also get a report with proof that the owner(s) gives you permission to have this information.

If you are not the owner and do not have permission from the owner, you can apply for this information through the City's Routine Disclosure Process.
