The Independent Electricity System Operator (IESO) has a Feed-in Tariff (FIT) program to encourage renewable energy generation in Ontario. Organizations and individuals can apply for a long-term FIT contract to install renewable energy projects and sell the electricity generated back to the IESO at an attractive rate. Most FIT projects are rooftop solar PV panels, usually located on the rooftops of institutional, commercial and industrial buildings.
The IESO has established a system to prioritize projects. Applications for FIT program contracts are reviewed using a points system. Applicants can secure two priority points by receiving local Municipal Council Support Resolution (MCSR).
Those seeking MCSR in Richmond Hill must complete the FIT MCSR Application Guide and Form, pay the application fee and provide the following required documents for review:
Applicants should complete the FIT MCSR Application Review Checklist section of the application form in full.
The IESO's FIT Application window is open October 31 to November 18, 2016.
You must submit two complete copies of the application package and a certified cheque for the application fees for review no later than 15 business days before the IESO application window closes. This means that applications must be submitted to the Town by October 31, 2016.

Applicants will be notified of incomplete applications and/or missing documentation and will be required to submit any additional information and/or documentation within 3 business days of receiving this notification. If supporting materials are not submitted within this timeframe, the application will be disqualified.
Once your application is approved and you get approval from the IESO for your FIT project, you will need to apply for a Richmond Hill building permit.
