Richmond Hill will accept applications for the vacant position of Ward 4 Councillor from February 14 to March 15, 2022 at 2 p.m. The vacancy was created when former Ward 4 Councillor David West was elected Mayor in the January By-election.

Richmond Hill Council voted to fill the Ward 4 Councillor seat by appointment, which is one of the options in the Council Vacancy Policy.

Due to COVID-19, appointments are required for all applications. Please see below for important information related to COVID-19 protocols.

How to Apply for the Ward 4 Vacancy

Applications for the Ward 4 Vacancy will be accepted from February 14 to March 15, 2022 at 2 p.m.

Qualified individuals are invited to make an appointment with the Office of the Clerk (call 905-747-6406 or email clerks@richmondhill.ca) to apply in person for the Ward 4 Vacancy. 

Required documents: 

  • Council Vacancy Application Form
  • Council Vacancy Declaration of Qualification
    • Proof of Identity is required when signing the Declaration of Qualification   

Note: The Declaration of Qualification must be signed in person with a witness in the Office of the Clerk, 225 East Beaver Creek Road. COVID-19 health and safety protocols are in place at the municipal offices.

There is no fee to apply to be appointed the Ward 4 Councillor.

Optional Documents

Applicants have the option of providing written information in respect to their application. Any correspondence can be a maximum of 10 pages, with a minimum 11 point font in either MS Word or PDF format.  The documents must be received no later than Tuesday March 15, 2022 at 4:00 p.m., and will be included on the public Special Council Agenda published to the City’s website.

Applicant Eligibility

To be eligible to apply, you must meet the following qualifications as set out in the Municipal Elections Act:

  • a Canadian citizen; 
  • at least 18 years old; 
  • a resident of the City of Richmond Hill, an owner or tenant of land in the City of Richmond Hill, or the spouse of an owner or tenant of land in Richmond Hill; and
  • not prohibited from voting under any law.
COVID-19

The Declaration of Qualification must be signed in person with a witness in the Office of the Clerk, 225 East Beaver Creek Road. COVID-19 health and safety protocols are in place at the municipal offices.

  • An online COVID-19 health screening form must be completed before visiting. You will be asked to show the results at the door. Do not visit if you are unwell.
  • Proof of vaccination is not required to visit the main Municipal Offices or the Operations Centre
  • Face coverings/masks are required indoors (see York Region Public Health Safety Measures)
  • Appointments are required to ensure the City can maintain additional health and safety measures such as physical distancing and capacity limits.
  • Services and requirements may be subject to change due to provincial COVID-19 restrictions. Changes will be posted to this website.

No person who:

  • has COVID-19;
  • is quarantined or in any form of mandatory self-isolation under the authority of any Canadian federal or provincial law, or public health authority order; or
  • or who has any of the COVID-19 symptoms (please see the York Region Public Health website for symptoms and other information)

will be allowed to file an application form in-person. Applicants who meet one of these criteria are required to contact the Office of the Clerk to make alternative arrangements for the signing of the Declaration of Qualification.  

Selection Process

Council will vote to appoint a candidate during a Special Council Meeting to be held on March 22, 2022 beginning at 9:30 a.m.

At the meeting, each candidate will have up to 10 minutes to address Council. Each Member of Council will be permitted one question to each candidate. As required by the Council-approved Procedures to Appoint an Individual to Fill a Vacancy, the speaking order will be chosen by lot prior to the meeting. The successful candidate will be appointed following a majority vote of Council, as outlined in the Procedures. 

The Special Council meeting will be conducted as a Hybrid in-person/electronic meeting. Applicants will have the option of choosing to give their presentation electronically or in-person.  Applicants must select either in-person or electronic by Tuesday March 15, 2022 at 4:00 p.m.

The successful applicant will be sworn in to office as soon as possible and serve until the end of the term, November 14, 2022.

Role of Councillor

A Member of Council is elected or appointed to represent her or his constituents on Richmond Hill Council. The Ontario Municipal Councillor’s Guide provides a detailed overview of the role of a Municipal Councillor.

Members of Council receive remuneration (salary and benefits) for serving on Council.  The current annual salary (12 months) of a Ward Councillor is $82,581.
