RICHMOND HILL – Richmond Hill’s City Manager has announced two new executive leadership appointments, effective immediately.

Sherry Adams has been appointed Commissioner of Corporate and Financial Services. Ms. Adams brings more than 25 years of national and global public and private sector experience to the leadership table. Since joining the City of Richmond Hill in December 2018 she has revamped the Human Resources service delivery model. Ms. Adams stepped into the interim Commissioner position in February 2020 and helped the organization successfully navigate through the many people, financial and technology impacts resulting from the COVID-19 pandemic.

Darlene Joslin has been appointed Commissioner of Community Services. Ms. Joslin has a long, proud history with the City of Richmond Hill. Throughout her 25 years of senior management experience with the City, she has been instrumental in forging partnerships and fostering innovation within the parks, recreation and cultural service areas. She has also been involved in the development of the current facility infrastructure, leading edge program and service delivery, and key partnerships within the community. Ms. Joslin is a well-respected leader at the provincial and national organization level advocating for the benefits of community services. Appointed Interim Commissioner in February 2020, she has played an integral part in the City’s operational response to COVID-19.
