City Reorganizes to Deliver More Effective and Efficient Services
RICHMOND HILL – The City of Richmond Hill is setting the foundation for a more modern and innovative model of government. The new structure will streamline operations and enable the City to deliver more innovative, effective and efficient services.
Effective immediately, the City is moving to a three-commission model:
- Planning and Infrastructure Services, under the leadership of Kelvin Kwan, will focus on planning, designing and building. The new amalgamated Commission includes planning, development, building, infrastructure and engineering services.
Paolo Masaro will move into the new role of Executive Director, Infrastructure and Engineering Services within the Planning and Infrastructure Services Commission and establish a unified approach for City engineering.
- Community Services, under the leadership of Darlene Joslin, will focus on operating and maintaining programs and services. The Commission continues to include public works operations, recreation and culture, fire and emergency services and community standards.
- Corporate and Financial Services, under the leadership of Sherry Adams, will focus on enabling, monitoring and governance of the work of the City. The Commission includes information technology, human resources, finance, communications and the Office of the Clerk.
The three Commissioners report directly to the City Manager. The City Manager’s Office will continue to provide strategic oversight to the organization and support the overall delivery of Council priorities. This Office also includes legal services, economic development and introduces a new focus on revenue generation through brand partnerships.
The reorganization is part of the City’s broader transformation plan to improve customer experience, increase digital service offerings and modernize service delivery throughout the organization.
