Integrated Asset Management Planning

Town staff presented Richmond Hill’s first Asset Management Plan of which will help identify and implement the most cost-effective approach to maintaining infrastructure at levels required for the long-term benefit of residents. Richmond Hill’s many assets include $1.85 billion in infrastructure assets and an additional $87.6 million in Environmental Assets. The largest asset classes are the Roadway System ($618.1 million), Buildings ($436.2 million) and the Stormwater Network ($339 million), which together comprise 75 per cent of the total asset value. Other classes of assets include Water Network; Wastewater Network; Parks & Outdoor Recreation; Vehicles & Equipment; Parking Lots; Information Technology; Other Equipment & Materials; and Environmental Assets. At their meeting, Council received Richmond Hill’s first Asset Management Plan and directed staff to implement its recommended actions. Many of Richmond Hill’s assets are relatively new. Based on their age, 61 per cent of them are considered to be in good or very good condition. The creation of an Asset Management Plan is also required to meet Ontario’s Building Together guidelines, which means Richmond Hill will continue to qualify for future gas tax funding. Implementation of the Asset Management Plan includes 22 practical steps in the following four categories: Establish Policy Governance and Administration; Strengthen Existing Asset Management Processes; Expand the Asset Management Plan; Improve Tools and Resources. The next Committee of the Whole Meeting is scheduled for Monday, January 23, 2017 at 4:30 p.m. and the next Council Meeting is Monday, January 30, 2017 at 7:30 p.m. Both meetings will be held in Council Chambers.

The Municipal Offices will be closed at 4:30 p.m. on Friday, December 23, reopening at 8:30 a.m. on Tuesday, January 3. Access Richmond Hill will be open with reduced hours on Wednesday, December 28; Thursday, December 29; and Friday, December 30. All essential services, including Emergency Services, will remain operational.
