NOTICE OF THE ADOPTION OF AMENDMENT NO. 18.9 TO THE RICHMOND HILL OFFICIAL PLAN PURSUANT TO THE PLANNING ACT

TAKE NOTICE THAT the Council of The Corporation of the City of Richmond Hill adopted Amendment No. 18.9 to the Richmond Hill Official Plan on the 16th day of September, 2026 through the enactment of By-law 81-26 and in accordance with Sections 17 and 26 of the Planning Act, as amended.

PURPOSE AND EFFECT
The purpose and effect of this Amendment to the Richmond Hill Official Plan is to update the City of Richmond Hill’s Official Plan in accordance with Sections 17 and 26 of the Planning Act to address Provincial conformity and consistency requirements. This Amendment provides direction for key policy areas, incorporates applicable policies of the York Region Official Plan, and includes various updates to improve implementation of the City's Official Plan. This OPA addresses policies regarding: employment lands; protected major transit station areas; Regional mixed-use corridors; local centres; environment, natural hazards and greenway system; climate change and sustainable development; water resource management; the agricultural system; mineral aggregate and petroleum resources; place-making and urban design; and other conformity and housekeeping matters.

This Official Plan Amendment applies to all lands within the City of Richmond Hill.

WRITTEN AND ORAL SUBMISSIONS
Council in making its decision on these matters took into consideration all written and oral comments received on the applications.

APPROVAL AUTHORITY
OPA 18.9 will be forwarded to the Ministry of Municipal Affairs and Housing for approval in accordance with Sections 17 and 26 of the Planning Act, as amended.

Any person or public body will be entitled to receive notice of the decision of the approval authority if a written request to be notified of the decision (including the person or public body’s address, fax number or email address) is made to the approval authority. Requests for notice of the approval authority’s decision should be directed to:

The lands to which the Official Plan Amendment apply are currently subject to applications under the Planning Act for a minor variance or a consent, for an amendment to a zoning by-law or a Minister’s zoning order, or for approval of a plan of subdivision (“Applications”). Schedule “A” to this Notice contains the City’s list of such current Applications.
