NOTICE OF THE ADOPTION OF AMENDMENT NO. 65 TO THE
RICHMOND HILL OFFICIAL PLAN
PURSUANT TO THE PLANNING ACT
TAKE NOTICE THAT the Council of The Corporation of the City of Richmond Hill adopted Amendment No. 65 to the Richmond Hill Official Plan on the 15th day of July, 2026 through the enactment of By-law 72-26 and in accordance with Sections 16 and 17 of the Planning Act, as amended.
AND TAKE NOTICE that an appeal to the Ontario Land Tribunal (Tribunal) in respect of this Amendment may be made by filing a written notice of appeal with the City Clerk of The Corporation of the City of Richmond Hill, no later than 4:30 p.m. on August 19, 2026. A Notice of Appeal must set out the reasons for the appeal and the specific part of the proposed official plan or plan amendment to which the appeal applies. A Notice of Appeal will be accompanied by a certified cheque or money order in the amount of $1,100.00, payable to the Minister of Finance and be accompanied by the processing fee prescribed under the Tariff of Fees By-law in the amount of $358.00 payable to the City of Richmond Hill
Council in making its decision on these matters took into consideration all written and oral comments received on the applications.
An explanation of the purpose and effect of the Amendment describing the lands to which the Amendment to the Richmond Hill Official Plan applies is attached. The proposed Official Plan Amendment No. 65 is exempt from approval by The Minister of Municipal Affairs and Housing. The decision of the Council of The Corporation of the City of Richmond Hill is final if a Notice of Appeal is not received on or before the last day for filing a Notice of Appeal.
The lands are also subject to a Zoning By-law Amendment application (ZBLA-24-0013) and a Draft Plan of Subdivision application (D03-16006).

Who Can File an Appeal:
Any of the following may, not later than 20 days after the day that the giving of notice under subsection (23) is completed, appeal all or part of the decision of council to adopt all or part of the plan to the Tribunal by filing a notice of appeal with the clerk of the municipality:
1. A specified person who, before the plan was adopted, made oral submissions at a public meeting or written submissions to the council.
1.1 A public body that, before the plan was adopted, made oral submissions at a public meeting or written submissions to the council.
1.2 The registered owner of any land to which the plan would apply, if, before the plan was adopted, the owner made oral submissions at a public meeting or written submissions to the council.
2. The Minister.
3. The appropriate approval authority.
4. In the case of a request to amend the plan, the person or public body that made the request.
No person or public body shall be added as a party to the hearing of the appeal unless, before the plan was adopted, the person or public body made oral submissions at a public meeting or written submissions to the council or, in the opinion of the Ontario Land Tribunal, there are reasonable grounds to add the person or public body as a party.
Part One - The Preamble
1.1 Purpose
On April 17, 2020, September 30, 2020, and April 23, 2024 the Ontario Land Tribunal (formerly the Ontario Municipal Board and Local Planning Appeal Tribunal) issued Decisions approving Official Plan Amendment No. 20 (“OPA 20”) to the Richmond Hill Official Plan. OPA 20 provided site-specific exceptions to permit a low to mid-rise residential development to be comprised of two (2) six (6) storey apartment buildings, stacked townhouse dwelling units and semi-detached dwelling units on a portion of its land holdings. The purpose of this Amendment to the Richmond Hill Official Plan is to further amend Chapter 6 of the Official Plan in order to establish site-specific exceptions to permit a low to mid-rise residential development to be comprised of two (2) apartment buildings of seven (7) and eight (8) storeys and 45 townhouse dwelling units on the subject lands.
1.2 Location
The lands affected by this Amendment are located at the northeast corner of Yonge Street and Brookside Road, municipally known as 0, 11034, 11044 and 11076 Yonge Street, 0, 47 and 59 Brookside Road, and 24 Naughton Drive and legally described as PART OF LOTS 1, 2 AND 23 REGISTERED PLAN 1642, ALL OF LOTS 1, 2, 3 AND 4 REGISTERED PLAN 3600 ALL LOT LOTS 1 AND 4 REGISTERED PLAN 3799 CITY OF RICHMOND HILL. The lands have a total area of approximately 2.32 hectares (5.73 acres) and are shown on Schedule 1 attached hereto.
1.3 Basis
The proposed amendment is considered by Council to be appropriate for the following reasons:
1. The proposed low to mid-rise medium and high density residential development within the Neighbourhood designation promotes intensification that provides a transition in both height and density from the adjacent Key Development Area designation to the existing low-rise low density residential neighbourhood to the west. The development responds to the policies set forth by the Provincial Planning Statement, 2024 (“PPS”) with regard to intensification and compact urban form, contributing to meeting the intensification targets encouraged by the Province in a manner that is sensitive to and appropriate for its surrounding context while protecting the natural heritage features and areas.
2. The York Region Official Plan (2022) (“ROP”) guides economic, environmental and community building decisions to manage growth within York Region and establishes policies that support more detailed and refined planning by local municipalities. The ROP contains policies that support the development of a diverse and compatible mix of land uses and intensification which is to be directed within strategic locations in the built-up area. The ROP also contains policies relating to fostering high-quality design, a mix and range of housing types, and the protection of natural heritage features.
The subject lands are designated Urban Area in accordance with Map 1 (Regional Structure) of the ROP and designated Community Area in accordance with Map 1A (Land Use Designations). The eastern portion of the subject lands are further identified as being part of the Regional Greenlands System. Within the Urban Area, Community Areas are intended to support a wide range and mix of urban uses while lands identified as Regional Greenlands System are to be protected and enhanced over the long term. The proposal reinforces and supports the planned urban structure identified in the ROP by providing medium and high density development within Protect Major Transit Station Area (PMTSA) 44 – Bernard Bus Rapid Transit Station, on lands designated Community Area located outside of the Regional Greenlands System.
The proposal conforms with the policy direction and objectives of the York Region Official Plan.
3. The subject lands are designated Neighbourhood and Natural Core in accordance with Schedule A2 (Land Use) of the City’s Official Plan (“Plan” 2010). The Neighbourhood designation supports a range of low and medium density residential uses and infill development, subject to specific criteria. The proposed development maintains the general intent and purpose of the goals, objectives and policies of the Plan, including maintaining the vision for the Council approved South Brookside Tertiary Plan to create a vibrant, walkable community that provides an appropriate transition of development from the Yonge and Bernard Key Development Area to the existing neighbourhood, while improving connections and green spaces.
The Natural Core designation is intended to maintain, improve and restore the ecological integrity of natural features outside the central corridor of the Oak Ridges Moraine. The subject development maintains the established limits of the natural heritage features and their associated buffers on the subject lands to be conveyed to a public authority to ensure long term protection and conservation.
The proposal conforms with the policy direction and objectives of the Richmond Hill Official Plan.
