Notice of Imposition of Special Charges

Take Notice That:
The Council of The Corporation of the City of Richmond Hill has reconstructed, as a local improvement, Doncrest Road, 57 metres south of Palace Court to Highway 7 to urban standards by installing storm sewers, curb and gutter, along with a new road structure and pavement.
The cost of the work is $1,217,194.00, of which $1,150,458.00 is to be paid by the Corporation and the balance is to be paid by the owners of properties abutting or benefiting the work. The special rate per metre frontage is $154.05. The special charge may be paid in one lump sum payment without interest or in ten (10) annual installments with interest. The estimated lifetime of the work is twenty (20) years.
Objections
Any person who owns a lot to be specially charged may object to the special charge by filing a writtenobjection setting out the objection and the reasons in support of the objection with the City Clerk of the City of Richmond Hill not later than March 31, 2021. Please include your name and the address of the land owned by you.
Written objections received by the filing date will be reviewed by Office of the Clerk administrators to determine the validity of the objection pursuant to the local improvement regulation.
Committee of Revision
If required, a Committee of Revision Hearing will be held electronically on Thursday, April 15, 2021 at 6:00 p.m. to specifically hear objections against the proposed assessments that is by law within the jurisdiction of the Committee.
The Committee of Revision has the authority to hear appeals only on certain matters pertaining to the local improvement roll. COVID-19 Emergency: During the COVID-19 Declaration of Emergency (declared by the City of Richmond Hill under Section 4(1) of the Emergency Management and Civil Protection Act, R.S.O. 1990, c.E.9) and as permitted by Section 238 (3.3) of the Municipal Act, 2001, S.O. 2001, c.25, the City of Richmond Hill is holding electronic meetings, and in-person meeting attendance is restricted to electronic attendance only. Any person, who wishes to make an objection is required to do so electronically via the internet or telephone, and is required to register with the Office of the Clerk.
Prepayment of Charges
Property owners wishing to prepay these charges may do so until May 10, 2021, after which the charges will be set up as a local improvement charge against the property for a period of ten (10) years. Access Richmond Hill in-person services are temporarily suspended. To prepay, you may send payment by mail with a copy of this notice to Revenue Services Attn: Carson Auyeung, or submit it at our payment drop box at 225 East Beaver Creek Road. Inquiries may be directed to Revenue Services at 905-747-6383.
A copy of the statement of the actual costs of the work and a copy of the Local Improvement Roll can be viewed by contacting the Office of the Clerk at clerks@richmondhill.ca, until the Treasurer has certified the local improvement roll.
