Concerning Draft Official Plan Amendments (OPA) initiated by the City as part of its Official Plan Update to address:  

Yonge and Carrville/16^th Key Development Area (OPA 18.5); Village Local Centre (OPA 18.6);
Newkirk Local Centre (OPA 18.7); and Oak Ridges Local Centre (OPA 18.8)

Pursuant to the Planning Act s. 17 and s. 26

An Open House is scheduled for Wednesday, June 7, 2023, from 7:00 to 9:00 p.m. at the M.l. McConaghy Seniors' Centre, 10100 Yonge St., Richmond Hill to provide the public with information on the five above noted proposed Official Plan Amendments. Registration for this open house at Richmondhill.ca/OPUpdate for this meeting is encouraged.

A Council Public Meeting, pursuant to Section 26 (3) of the Planning Act, is scheduled for Tuesday, June 20, 2023, at 7:30 p.m. to notify the public and receive comments on the proposed Official Plan Amendments. This meeting will be held in the Council Chambers of the Municipal Offices, 225 East Beaver Creek Road. Members of the public may attend in person or watch the livestream of the meeting at RichmondHill.ca/CouncilMeetings.

Making a delegation at the Council Public Meeting: There is the option of attending in person or electronically by video conference or by phone. Any person who wishes to speak to Council on these Official Plan Amendments must pre-register with the Office of the Clerk by 12 p.m. the day before the meeting. Please register by sending an email to clerks@richmondhill.ca or by using the City’s online form. Please ensure that you include your name, contact number and address so that you may be contacted, if necessary. Please visit RichmondHill.ca/CouncilMeetings for updates in regards to City Council meetings including this matter.

The Draft Official Plan Amendments and associated prescribed information (including identification of planning applications that may be impacted by these amendments) are available for inspection at the City’s Official Plan Update website at Richmondhill.ca/OPUpdate. The Staff Reports will be available one week in advance of the Council Public Meeting. You can email the Office of the Clerk at clerks@richmondhill.ca for an electronic copy. It will also be available on Richmondhill.ca. To find it, select the Calendar and click on the relevant meeting for a list of items.

Any questions or concerns respecting the drafted Official Plan Amendments should be directed to the Planner noted for each amendment.

Official Plan Appeal: If a person or public body would otherwise have an ability to appeal the decision of the Approval Authority to the Ontario Land Tribunal (OLT), but the person or public body does not make oral submissions at the public meeting or make written submissions to the City of Richmond Hill before the proposed Official Plan Amendments are adopted, the person or public body is not entitled to appeal the decision of City Council to the Ontario Land Tribunal (OLT), and may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.

If you wish to be notified of the decision of Council of the City of Richmond Hill in respect to the adoption of the Draft Official Plan Amendments: OPA 18.5 (File No.: MOPA-22-0001), OPA 18.6 (File No.: MOPA-23-0001), OPA 18.7 (File No.: MOPA-23-0002), and OPA 18.8 (File No.: MOPA-23-0003), you must make a written request to the City Clerk, The Corporation of the City of Richmond Hill, 225 East Beaver Creek Road, Richmond Hill, Ontario L4B 3P4 or by e-mail at clerks@richmondhill.ca.

Notice of Collection: Personal information is collected under the authority of the Planning Act, R.S.O. 1990, c. P.13; and may be contained in an appendix of a staff report, published in the meeting agenda, delegation list, and/or the minute of the public meeting, and made part of the public record. The City collects this information in order to make informed decision on the relevant issues, and to notify interested parties of Council’s decision. It may also be used to serve notice of an Ontario Land Tribunal hearing. The name, address, and other information contained in the submitted letter will be available to the public, unless the individual expressly requests the City to remove their personal information. The disclosure of this information is governed by the Municipal Freedom of Information and Protection of Privacy Act, R.S.O. 1990, c.M.56.
