Notice of Open House
Tuesday, August 19th, 2025
Concerning a proposed Comprehensive Zoning By-law initiated by the City for the following Official Plan land use designations and Secondary Plan Areas:
Pursuant to the Planning Act s. 34
An Open House is scheduled for Tuesday, August 19th, 2025 at 6:00-8:00 PM to provide the public with information and an opportunity to review and ask questions about the proposed Comprehensive Zoning By-law that has been initiated by the City for lands located within the areas noted above and as identified in the map below. To join the Open House, you must register on the Zone Richmond Hill webpage: https://www.richmondhill.ca/en/zone-richmond-hill.aspx. The Open House will be held in Committee Room 2 of the Municipal Offices, 225 East Beaver Creek Road and using electronic video conference technology. You may attend the Open House in person or electronically (virtually) at the above-noted location.

The purpose and effect of the proposed Comprehensive Zoning By-law is to establish zoning regulations to implement the policies of the City’s Official Plan as it pertains to Official Plan land use designations and Secondary Plan Areas specified in this Notice. The existing parent Zoning By-laws that are applicable to these areas will be repealed and replaced.
The proposed Comprehensive Zoning By-law applies to the areas as “Subject Lands” shown on the map below. For clarity, the Comprehensive Zoning By-law will not apply to the areas shown as “Exclusions” on the map below. Further details as to the boundaries of these areas is shown on the zoning maps included within the Comprehensive Zoning By-law.
The lands to which the proposed Comprehensive Zoning By-law apply are currently subject to applications under the Planning Act for a minor variance or a consent, for an amendment to an official plan or a Minister’s zoning order, or for approval of a plan of subdivision (“Applications”). Schedule “A” to this Notice contains the City’s list of such current Applications.
Lands Containing Seven (7) or More Residential Units: A copy of this notice must be posted by the owner of any land that contains seven (7) or more residential units in a location that is visible to all of the residents.
If a specified person, public body or registered owner of any land to which the proposed Comprehensive Zoning By-law applies would otherwise have an ability to appeal the decision of the Council of the City of Richmond Hill to the Ontario Land Tribunal but the specified person, public body or registered owner of any land to which the proposed Comprehensive Zoning By-law applies does not make oral submissions at a Council public meeting or make written submissions to the City of Richmond Hill before the proposed Comprehensive Zoning By-law is passed, the specified person, public body or registered owner of any land to which the proposed Comprehensive Zoning By-law applies is not entitled to appeal the decision of the City of Richmond Hill to the Ontario Land Tribunal.
If a specified person, public body or registered owner of any land to which the proposed Comprehensive Zoning By-law applies does not make oral submissions at a Council public meeting or make written submissions to the City of Richmond Hill before the proposed Comprehensive Zoning By-law is passed, the specified person, public body or registered owner of any land to which the proposed Comprehensive Zoning By-law applies may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.

Notice of Collection: Personal information is collected under the authority of the Planning Act, R.S.O. 1990, c. P.13 and may be contained in an appendix of a staff report, published in the meeting agenda, delegation list and/or the minutes of the public meeting and made part of the public record. The City collects this information in order to make informed decisions on the relevant issues and to notify interested parties of Council’s decisions. It may also be used to serve notice of an Ontario Land Tribunal hearing. Names and addresses contained in submitted letters and other information will be available to the public, unless the individual expressly requests the City to remove their personal information. The disclosure of this information is governed by the Municipal Freedom of Information and Protection of Privacy Act, R.S.O. 1990, c.M.56.
