Notice of Passing of Comprehensive Zoning By-Law
The Corporation of the City of Richmond Hill
Take notice that the Council of The Corporation of the City of Richmond Hill passed By-law 93-25 on September 24, 2025 under section 34 of the Planning Act, R. S. O. 1990.
And take notice that an appeal to the Ontario Land Tribunal in respect of the Zoning By-law may be made by filing a written notice of appeal with the City Clerk of The Corporation of the City of Richmond Hill, no later than 4:30 p.m. on October 27, 2025.
An explanation of the purpose and effect of the Zoning By-law and key maps showing the location of the lands to which By-law 93-25 applies, is set out below. By-law 93-25 was processed under City file MZBA-23-0001 and MZBA-25-0001.
Council in making its decision on this matter took into consideration all written and oral comments received on the applications.
Who Can File an Appeal:
If a specified person, public body or registered owner did not make oral submissions at the public meeting or make written submissions to the Council of the City of Richmond Hill before By-law 93-25 was passed, the specified person, public body or registered owner is not entitled to appeal the decision of City Council.
If a specified person, public body or registered owner does not make oral submissions at the public meeting, or make written submissions to the Council of the City of Richmond Hill before By-law 93-25 was passed, the specified person, public body or registered owner may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.

Explanatory Note to By-law 93-25, Key Maps & Other Matters
By-law 93-25 is a Comprehensive Zoning By-law of the City of Richmond Hill that applies to the lands identified on the key maps below with exception to those lands identified as “Lands not subject to this By-law” on the key maps below. Further details as to the boundaries of these areas are shown on the zoning maps included in By-law 93-25.
The purpose and effect of By-law 93-25 is to establish zoning regulations to implement the policies of the City’s Official Plan that, among other things, regulate the use of land, the bulk, height, location, and erection and use of buildings and structures, the provision of parking spaces, bicycle parking spaces, loading spaces and other associated matters in the City of Richmond Hill for the lands identified on the key maps below with exception to those lands identified as “Lands not subject to this By-law” on the key maps below. Further details as to the boundaries of the areas By-law 93-25 applies to are shown on the zoning maps included in By-law 93-25.
Certain lands to which By-law 93-25 applies are currently subject to applications under the Planning Act for a consent, for an amendment to an official plan or a Minister’s zoning order, or for approval of a plan of subdivision. Schedule “1” to this Notice contains the City’s list of such current applications.
