Notice of Passing of Zoning By-Law
The Corporation of the City of Richmond Hill
Take notice that the Council of The Corporation of the City of Richmond Hill passed By-law 14-26 on March 11, 2026 under section 34 of the Planning Act, R. S. O. 1990.
And take notice that an appeal to the Ontario Land Tribunal (Tribunal) in respect of the Zoning By-law may be made by filing a written notice of appeal with the City Clerk of The Corporation of the City of Richmond Hill, no later than 4:30 p.m. on April 9, 2026.
An explanation of the purpose and effect of the Zoning By-law and map showing the location of the lands to which the amendment applies, is set out below. The amendment was processed under City file ZBLA-25-0008.
Council in making its decision on this matter took into consideration all written and oral comments received on the applications.
Who Can File an Appeal:
Any of the following may appeal to the Tribunal by filing with the clerk of the municipality a notice of appeal setting out the objection to the by-law and the reasons in support of the objection, accompanied by the fee charged by the Tribunal:
1. The applicant.
2. A specified person who, before the by-law was passed, made oral submissions at a public meeting or written submissions to the council.
2.1 A public body that, before the by-law was passed, made oral submissions at a public meeting or written submissions to the council.
2.2 The registered owner of any land to which the by-law would apply, if, before the by-law was passed, the owner made oral submissions at a public meeting or written submissions to the council.
3. The Minister.
No person or public body shall be added as a party to the hearing of the appeal unless, before the by-law was passed, the person or public body made oral submissions at a public meeting or written submissions to the council or, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

Explanatory Note to By-law 14-26
By-law 14-26 affects the lands described as Block 472, PLAN 65M-3306, municipally known as 1430 Major Mackenzie Drive East.
By-law 38-95 as amended, zones the subject lands "Community Commercial (CC) Zone".
By-law 14-26 will establish site specific development standards to permit the outdoor sales, display, and storage on the subject lands.
