Notice of Passing of Zoning By-Law
The Corporation of the City of Richmond Hill
Take notice that the Council of The Corporation of the City of Richmond Hill passed By-law 142-24 on December 11, 2024 under section 34 of the Planning Act, R. S. O. 1990.
And take notice that an appeal to the Ontario Land Tribunal in respect of the Zoning By-law may be made by filing a written notice of appeal with the City Clerk of The Corporation of the City of Richmond Hill, no later than 4:30 p.m. on January 13, 2025.
An explanation of the purpose and effect of the Zoning By-law and map showing the location of the lands to which the amendment applies, is set out below. The amendment was processed under City files ZBLA-22-0023.
Council in making its decision on this matter took into consideration all written and oral comments received on the applications.
A Notice of Appeal Will:
(a) set out the reasons for the appeal;
(b) be accompanied by the fee prescribed under the Ontario Land Tribunal Act in the amount of $1,100.00 payable by certified cheque or money order in Canadian funds to the Minister of Finance, Province of Ontario.
(c) be accompanied by the processing fee prescribed under the Tariff of Fees By-law in the amount of $351.00 payable by certified cheque or money order in Canadian funds to the City of Richmond Hill. Certified cheques are not required when the cheque is from a law firm; and
(d) be addressed to the City Clerk at the address noted below.
Who Can File an Appeal:
If a specified person, public body or registered owner would otherwise have an ability to appeal the decision of the Council of the City of Richmond Hill to the Ontario Land Tribunal but the specified person, public body or registered owner does not make oral submissions at the public meeting or make written submissions to the Council of the City of Richmond Hill before the proposed Zoning By-law is passed, the specified person, public body or registered owner is not entitled to appeal the decision of City Council.
If a specified person, public body or registered owner does not make oral submissions at the public meeting, or make written submissions to the Council of the City of Richmond Hill before the proposed Zoning By-law is passed, the specified person, public body or registered owner may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.

Explanatory Note to By-law 142-24
By-law 142-24 affects the lands described as Part of Lots 17, 18, 19 and 62, Plan 202, municipally known as 60 King Road.
By-law 1275, as amended, zones the subject lands "General Commercial One (GC1)
Zone" and "Flood (F) Zone".
By-law 142-24 will have the effect of rezoning the subject lands shown on Schedule "A"
to "General Commercial One (GC1) Zone", "Flood (F) Zone" and "Environmental
Protection Area One (EPA1) Zone" under By-law 1275, as amended, with site-specific development standards to recognize and permit the existing commercial, office and
residential uses within the existing buildings on the subject lands.
