Notice of Passing of Zoning By-Law
The Corporation of the City of Richmond Hill
Take notice that the Council of The Corporation of the City of Richmond Hill passed By-law 75-25 on November 26, 2025 under section 34 of the Planning Act, R. S. O. 1990.
And take notice that an appeal to the Ontario Land Tribunal (Tribunal) in respect of the Zoning By-law may be made by filing a written notice of appeal with the City Clerk of The Corporation of the City of Richmond Hill, no later than 4:30 p.m. on December 18, 2025.
An explanation of the purpose and effect of the Zoning By-law and map showing the location of the lands to which the amendment applies, is set out below. The amendment was processed under City files D02-20013.
Council in making its decision on this matter took into consideration all written and oral comments received on the applications.
A Notice of Appeal must:
(a) set out the reasons for the appeal;
(b) be accompanied by the fee prescribed under the Ontario Land Tribunal Act in the amount of $1,100.00 payable by certified cheque or money order in Canadian funds to the Minister of Finance, Province of Ontario.
(c) be accompanied by the processing fee prescribed under the Tariff of Fees By-law in the amount of $351.00 payable by certified cheque or money order in Canadian funds to the City of Richmond Hill. Certified cheques are not required when the cheque is from a law firm; and
(d) be addressed to the City Clerk at the address noted below.
Who Can File an Appeal:
Any of the following may appeal to the Tribunal by filing with the clerk of the municipality a notice of appeal setting out the objection to the by-law and the reasons in support of the objection, accompanied by the fee charged by the Tribunal:
1. The applicant.
2. A specified person who, before the by-law was passed, made oral submissions at a public meeting or written submissions to the council.
2.1 A public body that, before the by-law was passed, made oral submissions at a public meeting or written submissions to the council.
2.2 The registered owner of any land to which the by-law would apply, if, before the by-law was passed, the owner made oral submissions at a public meeting or written submissions to the council.
3. The Minister.
No person or public body shall be added as a party to the hearing of the appeal unless, before the by-law was passed, the person or public body made oral submissions at a public meeting or written submissions to the council or, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

Explanatory Note to By-law 75-25
By-law 75-25 affects the lands described as Part of Lots 14 and 15, Registered Plan 1931, municipally known as 181 and 187 Elgin Mills Road West.
By-law 2523, as amended, zones the subject lands "Third Density Residential (R3) Zone".
By-law 75-25 will have the effect of rezoning the subject lands to "Multiple Residential One (RM1) Zone", under By-law 2523, as amended, with site-specific development standards to permit a residential development comprised of 16 townhouse dwelling units on the subject lands.
