Notice of Passing of Zoning By-Law
The Corporation of the City of Richmond Hill
Take notice that the Council of The Corporation of the City of Richmond Hill passed By-law 82-26 on September 16, 2026 under section 34 of the Planning Act, R. S. O. 1990.
And take notice that an appeal to the Ontario Land Tribunal in respect of the Zoning By-law may be made by filing a written notice of appeal with the City Clerk of The Corporation of the City of Richmond Hill, no later than 4:30 p.m. on October 13, 2026.
An explanation of the purpose and effect of the Zoning By-law and key map showing the location of the lands to which By-law 82-26 applies, is set out below. By-law 82-26 was processed under City file MZBA-26-0001.
Council in making its decision on this matter took into consideration all written and oral comments received on the applications.
The lands to which By-law 82-26 applies are currently subject to applications under the Planning Act for a minor variance or a consent, for an amendment to an official plan or a Minister’s zoning order, or for approval of a plan of subdivision (“Applications”). Schedule “1" to this Notice contains the City’s list of such current Applications.
A Notice of Appeal must:
(a) set out the reasons for the appeal;
(b) be accompanied by the fee prescribed under the Ontario Land Tribunal Act in the amount of $1,100.00 payable by certified cheque, lawyer’s general or trust account cheque or money order in Canadian funds to the Minister of Finance;
(c) be accompanied by the processing fee prescribed under the Tariff of Fees By-law in the amount of $358.00 payable by certified cheque or money order in Canadian funds to the City of Richmond Hill. Certified cheques are not required when the cheque is from a law firm; and
(d) be addressed to the City Clerk at the address noted below.
Who Can File an Appeal:
If a specified person, public body or registered owner did not make oral submissions at the public meeting or make written submissions to the Council of the City of Richmond Hill before By-law 82-26 was passed, the specified person, public body or registered owner is not entitled to appeal the decision of City Council.
If a specified person, public body or registered owner does not make oral submissions at the public meeting, or make written submissions to the Council of the City of Richmond Hill before By-law 82-26 was passed, the specified person, public body or registered owner may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.

Explanatory Note to By-law 82-26
By-law 82-26 affects all lands in the City of Richmond Hill subject to CZBL 93-25, as amended.
By-law 82-26 will have the purpose and effect of implementing Official Plan Amendment 18.9 (By-law 81-26) and various housekeeping amendments. Sections of By-law 82-26 that implements Official Plan Amendment 18.9 shall be subject to Section 34(21) of thePlanning Act, R.S.O. 1990, c. P. 13 in respect of Official Plan Amendment 18.9 (By-law 81-26) coming into effect.
