Notice of Study Completion Twickenham Stormwater Management Pond Rehabilitation
The City of Richmond Hill has completed an environmental assessment to determine the best options to rehabilitate the Twickenham Pond and three downstream flow control structures that are located along the Upper East Don River from immediately north of Canyon Hill Avenue to Elgin Mills Road West.
The study evaluated a range of options to rehabilitate the existing stormwater management pond, flow control structures and the natural environment throughout the study area.
Preferred solution for each facility:
- Twickenham Pond: Retrofit the facility to improve performance
- Flow Control Structure 3: Remove the facility and restore a natural channel
- Flow Control Structure 2: Remove the facility, restore a natural channel, and construct a new pedestrian bridge over the channel.
- Flow Control Structure 1: Remove the facility and work with York Region to replace the existing culvert under Elgin Mills Road West as part of their planned construction for Elgin Mills Road West
The study has been conducted in accordance with the Schedule B process as outlined in the Municipal Engineers Association's Municipal Class Environmental Assessment (October 2000, as amended in 2007, 2011 & 2015). A Project File Report (Report) has been prepared, which documents the development and evaluation of alternative solutions and the preliminary design of the preferred solutions. The Report is available for public review and comment at RichmondHill.ca/TwickenhamEA from September 16, 2020 to October 16, 2020 (30 days). Alternative versions of this document are available upon request.
Any outstanding concerns can be directed to Kate Northcott at the City of Richmond Hill for a response (see contact information at the bottom of this notice). In the event there are outstanding concerns regarding potential adverse impacts to constitutionally protected Aboriginal and treaty rights, Part II Order requests on those matters may be addressed in writing to the Minister of the Environment, Conservation and Parks and the Director of the Environmental Assessment Branch. Requests must be received by the Minister and Director at the addresses below within 30 calendar days of this Notice, with a copy sent to the City’s Project Manager. If there are no requests by October 16, 2020, the City may proceed with design and construction of the project as documented in the Report.
