Concerning Two Draft Official Plan Amendments (OPA) initiated by the City as part of its Official Plan Update to address:
Vision and City Structure (OPA 18.3) and
Neighbourhoods (OPA 18.4)
Pursuant to the Planning Act s. 17 and s. 26
An Open House is scheduled for Tuesday, April 26, 2022, from 6:30 to 8:30 p.m. to provide the public with information on two proposed Official Plan Amendments, OPA18.3 – Vision and City Structure and OPA 18.4 – Neighbourhoods, to the Richmondhill Official Plan 2010. The Open House can be attended by registering via the link provided at Richmondhill.ca/OPUpdate. The session will commence with a staff presentation and followed by a question and answer period. Following the event a recording of the session will be available at Richmondhill.ca/OPUpdate.
A Council Public Meeting, pursuant to Section 26 (3) of the Planning Act, is scheduled for Wednesday, May 18, 2022, at 7:30 p.m. to notify the public and receive comments on the proposed Official Plan Amendments. This meeting will be held in the Council Chambers of the Municipal Offices, 225 East Beaver Creek Road. Members of the public may attend in person or watch the livestream of the meeting at RichmondHill.ca/CouncilMeetings.

Purpose and Effect:
To update the City’s 2041 Planning Vision and City Structure (Schedule A1); and provide supportive policies for those updates regarding place-making, mobility, affordable housing, climate change, and others.

Purpose and Effect:
To update policies to expand opportunities for missing-middle housing (“gentle-density”), and create “15-minute” communities across the City’s settlement areas
Both of the above noted Official Plan Amendments apply city-wide.
Making a delegation at the Council Public Meeting: There is the option of attending in person or electronically by video conference or by phone. Any person who wishes to speak to Council on these two Official Plan Amendments must pre-register with the Office of the Clerk by 12 p.m. the day before the meeting. Please register by sending an email to clerks@richmondhill.ca or by using the City’s online form. Please ensure that you include your name, contact number and address so that you may be contacted, if necessary. Official Plan Appeal: If a person or public body would otherwise have an ability to appeal the decision of the Council of the City of Richmond Hill to the Ontario Land Tribunal (OLT), but the person or public body does not make oral submissions at the public meeting or make written submissions to the City of Richmond Hill before the proposed Official Plan Amendments are adopted, the person or public body is not entitled to appeal the decision of City Council to the Ontario Land Tribunal (OLT), and may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.

P.13; and may be contained in an appendix of a staff report, published in the meeting agenda, delegation list, and/or the minute of the public meeting, and made part of the public record. The City collects this information in order to make informed decision on the relevant issues, and to notify interested parties of Council’s decision. It may also be used to serve notice of an Ontario Land Tribunal hearing. The Draft Official Plan Amendments OPA 18.3 and OPA 18.4 are available for inspection at the City’s Official Plan Update website at Richmondhill.ca/OPUpdate. The Staff Reports will be available on one week in advance of the Council Public Meeting. You can email the Office of the Clerk at clerks@richmondhill.ca for an electronic copy. It will also be available on Richmondhill.ca. To find it, select the Calendar and click on the relevant meeting for a list of items.
