Public Notice: Mill Pond Park Stormwater Environmental Assessment and Park Revitalization Master Plan
Thank you to everyone who participated in the first survey to help us plan for Mill Pond Park. A Virtual Public Open House pre-recorded presentation will be available for viewing to provide members of the public with an opportunity to learn about the study findings, to review the preliminary preferred solutions and provide comments.
Watch the presentation and take the survey! Tell us what you think of the proposed options for the revitalization of Mill Pond Park.
An approximately 25 minute pre-recorded presentation will be made available on the project’s webpage for viewing from September 27, 2021 until October 15, 2021. The presentation will provide:

About the Projects:
The City of Richmond Hill is undertaking two (2) comprehensive studies for the rehabilitation and renewal of Mill Pond Park:
- A Stormwater Environmental Assessment will be completed to evaluate existing stormwater drainage within the Mill Pond Park study area and to propose options for rehabilitation of Mill Pond, the Heritage Estates Stormwater Facility and valleyland sites north and south of Mill Pond. This study will evaluate a number of options and determine the best rehabilitation solution to improve water quality, reduce erosion and prevent flooding in the area. The study is being conducted as a Schedule B in accordance with the Municipal Class Environmental Assessment process.
- At the same time, a Park Revitalization Master Plan will be completed to guide the phased revitalization of the park and stormwater management works. Existing and potential new outdoor recreation facilities, trails and natural environment enhancement projects will be discussed with the community. The projects will be prioritized for implementation over time to reduce disruption to park users as much as possible. Park revitalization options will be aimed at preserving Mill Pond Park's environmental and historical qualities while ensuring the park meets the recreation needs of the community and continues its legacy as a place to celebrate, recreate and enjoy nature.
The study areas for both projects – the Stormwater Environmental Assessment and the Park Revitalization Master Plan - are shown in the attached map. Mill Pond Park is located east of Bathurst Street, south of Elgin Mills Road and north of Major Mackenzie Drive.
