Richmond Hill: A Vibrant And Inclusive City Of Neighbours
New Strategic Plan is a Guide toward achieving the Community’s Vision for the Future
RICHMOND HILL – The City of Richmond Hill has launched the 2024 – 2027 Strategic Plan, establishing the roadmap for our growing and increasingly diverse community. The document will guide decision-making for Council and staff to prioritize and align Richmond Hill’s goals, resources and activities.
In the coming years, work at the City will be based on the three pillars of the Strategic Plan.
Pillar 1: Growing a Livable, Sustainable Community
This means managing growth in Richmond Hill by:
- Encouraging and supporting housing options and affordability
- Enhancing transportation infrastructure and addressing traffic congestion
- Building and enhancing existing parks, trails and green spaces
- Promoting active and sustainable modes of travel
- Updating and building new municipal infrastructure to adapt to or mitigate climate change impacts and more
Pillar 2: Focusing on People
Richmond Hill's unique character and sense of community will be supported through recreation programs, services and events by:
- Investigating and implementing new ways to engage the community and build staff capacity
- Ensuring that Richmond Hill is inclusive, by considering how best to reach and hear from everyone, including the city’s diverse population, older adults and youth
- Demonstrating our commitment to truth and reconciliation with Indigenous Peoples by building ongoing relationships with our Treaty Partners and Indigenous people living in Richmond Hill and more
Pillar 3: Strengthening our Foundations
The plan will focus on quality customer service and continuous improvement to support innovation by:
- Ensuring that customer service is a primary consideration in our decision-making when changing or establishing new processes
- Implementing tools and processes to measure how City programs and services deliver on their goals, including financial sustainability and the customer experience
- Making capital investments within the context of financial sustainability and based on best practices in asset management planning
The City will report back regularly on progress toward achieving the vision of the Strategic Plan.

Quote
“Richmond Hill is a unique and welcoming place to live and work. And while it continues to grow and evolve, we learned from the community the importance of preserving the city’s sense of closeness, familiarity of people and places and being connected to our neighbours. We are all privileged to call Richmond Hill our home. The pillars, priorities and values set out in this Plan will help to guide the actions of Council and staff over the next four years. Together, we will foster our community roots as friends and neighbours, while preparing for the future as a more livable, sustainable city. I look forward to sharing our progress on this Plan in the years to come and celebrating our successes together.”
