Notice of Study Commencement - 2019 Transportation Master Plan Update
The Town of Richmond Hill is preparing an update to its Transportation Master Plan (TMP) as part of its strategy to prepare for future growth, and reflect on new priorities and emerging trends. The study will be in accordance with the requirements for the Master Plan process in the Municipal Class Environmental Assessment (October 2000, as amended in 2007, 2011 & 2015) by the Municipal Engineers Association, including consultation with the public and stakeholders, consideration of all reasonable alternatives, a high level assessment of the effects on the environment at the network level, evaluation of alternatives using a multiple account evaluation method and comprehensive documentation of project process that results in traceable recommendations. The TMP will, at the minimum, satisfy Phases I and II of the Municipal Class Environmental Assessment.
WSP Canada Group Limited was retained in July 2018 to update the Transportation Master Plan and support the Town efforts in establishing a holistic, integrated and inclusive approach to multi-modal transportation planning. The TMP seeks to provide Town staff and decision makers a guide for future transportation investment and a toolkit to improve the way residents and visitors get around Town.
The 2019 TMP will encompass all modes of transportation, including active transportation (such as walking and cycling), transit and automobile travel. Strategic improvements and policy recommendations will be provided to achieve an economically and technically feasible multi-modal roads, active transportation and recreational trails networks that cater to the needs of all users.
As the study progresses, the Town will consult and engage with residents, technical agencies, and local advisory groups to shape the overall master plan and contribute towards the preferred solutions and recommendations. Future notices will be advertised to announce public information events as well as online surveys to invite residents and visitors of Richmond Hill to be part of the decision-making process.
