Richmond Hill conducts strategies that provide long-term vision and policy direction for the City's transportation system. These initiatives support a balanced, multi-modal transportation network and inform transportation planning as the City continues to grow.
Transportation Master Plan
Richmond Hill’s Transportation Master Plan (TMP) was approved by Council in 2023. The TMP establishes a vision for all travel modes within the City to the year 2051. The plan will guide the future of the City's road, walking and cycling networks, including off-road trails, and update transportation and mobility policy to support how people get around the city. Micromobility Strategy
Richmond Hill’s Micromobility Strategy was approved by Council in 2025. The Strategy guides micromobility use in the City, including electric bicycles (e-bikes) and kick-style electric scooters (e-scooters). A key action of the Strategy is permitting personal e-scooter use on City roads, bicycle lanes, cycle tracks, and in-boulevard multi-use paths.

Electric Vehicle Charging Strategy
Richmond Hill’s Electric Vehicle (EV) Charging Strategy was approved by Council in 2025. The Strategy provides guidance for the planning and implementation of EV charge stations at City-owned facilities. This Strategy is a key outcome of the Community and Energy Emissions Plan (CEEP), which targets net-zero greenhouse gas emissions by 2050. Since transportation is the City’s largest greenhouse gas source, the CEEP identifies the development of a public charge station network as an effective way to reduce community emissions.

Parking and Transportation Demand Management Strategy for Developments
Richmond Hill’s Parking and Transportation Demand Management (TDM) Strategy for Developments was approved by Council in 2024. The Strategy modernizes the City’s approach to parking standards, aligning parking-related development policy with the City’s vision of building a new form of urban, affordable and transit-oriented community. The Strategy is intended to recommend standards and guidance into the TMP, Comprehensive Zoning By-Law, Official Plan Update, and related Secondary Plans.

Traffic Safety and Operations Strategy
The City’s Traffic Safety and Operations Strategy aims to address road safety in the community. The strategy contains new and enhanced policies and programs for the City to manage traffic-related issues, including proactive city-wide screening of streets to identify and prioritize areas of concern, implementing traffic calming measures based on data and more.
