What to do With Your Penalty Notice
If you receive a parking or by-law Penalty Notice, you must choose one of the following options by the due date on the Penalty Notice. Unpaid fines will incur late fees and may be forwarded to collections.
- Pay your Penalty Notice, or
- Dispute your Penalty Notice by submitting or scheduling a Screening Review (appeal)
Note: It may take up to three business days after the Penalty Notice issue date for the Penalty Notice to appear in the system, and for the pay or appeal options to become available. Please email Parking@richmondhill.ca if the Penalty Notice is not available after three business days.

Your Dispute Options
Penalty Notices can be disputed by telephone appointment or by way of written online submission. After receiving your parking or bylaw penalty notice you can request a review within 22 days for a parking violation and 15 days for a bylaw violation.
Dispute Via Written Online Screening Review
Submit a Written Online Screening Review to dispute a Penalty Notice. Please note that a 12 a.m. appointment is booked for internal scheduling only, a decision will be emailed back to you within 15 business days of your booking date. Please check your primary and secondary email inbox for your submission confirmation and decision. If you have not received a Screening Review decision by email within 15 business days, please contact 905-771-5734.

Dispute Via Telephone Screening Review
Schedule a Telephone Screening Review online to dispute a Penalty Notice. A Screening Officer will call you at the phone number provided on the date and time selected. Please note that a missed appointment fee of $52.00 will apply if you do not answer the call at the scheduled telephone appointment date and time. If you are not the registered license plate owner or person named on the penalty notice/ticket
Complete this form if you are authorizing a person to act on behalf of the registered license plate owner, or person named on the Penalty Notice during a Screening or Hearing Review appointment. The completed form must be provided prior to the start of a Screening Review and may be delivered in person to the City’s Operations Centre located at 1200 Elgin Mills Road East, Richmond Hill Ontario L4S 1M4, or emailed to amps@richmondhill.ca.

Appeal Screening Review
If you wish to appeal your Screening Review decision, you may request a review by a Hearing Officer no later than the due date shown on the decision of the Screening Review. Learn more about Appealing your Screening Review.
IMPORTANT by requesting a Hearing Review you are declining the decision of the Screening Officer including any modification which may have been made to the fine or due date. The Hearing Officer will review the Penalty Notice as it was issued at the time of the infraction.
Default Notice
If you receive a Default Notice, you must pay your fine and fees or submit a Request for an Extension of Time to Dispute the Penalty Notice by the due date on the Default Notice. Learn more about Default Notices.
