Fire Reports, Permits and Requests
Richmond Hill Fire and Emergency Services receives a number of requests for reports, participation and permits. Below you can find information on the process for requesting these.
Alternative Solutions to the Ontario Building Code, Ontario Fire Code Review, or Development Agreements Submission |

To submit an alternative solution to the Ontario Building Code, Ontario Fire Code Review, or to development agreements for review and approval either submit an online request, or send two hard copies in binders to: Fire Prevention Division Richmond Hill Fire and Emergency Services 1200 Elgin Mills Road East Richmond Hill, ON L4S 1M4 Note: Prior to submitting your proposal, it is highly recommend you consult with a Fire Prevention Staff member first to discuss your proposal and to determine if it is within the scope of our review. Community Event/Public Education Request | ||
Richmond Hill's Public Fire and Life Safety Education program helps to protect our community by teaching residents about fire and injury prevention and other safety topics. There are two full-time Fire and Life Safety Educators to help all residents learn how to make a safe community. Please submit your request for any of our programs by using the Community Relations and Education Request Form. We require at least four weeks notice. If you are requesting a Community Helpers visit, please be sure to review the information regarding the program prior to submitting a request. |

Please note that only a copy of the Fire Safety Inspection Report/ Inspection Order will be provided. Richmond Hill Fire & Emergency Services will not comment on the status of the Report/ Order or property. To obtain the status report for a property one can request a Property Records Search Report. To be certain that a building is currently in compliance with the Ontario Fire Code it is recommended that a request for inspection be made. Fireworks and Pyrotechnics Vendor Permit Application | ||
To sell fireworks in Richmond Hill, you must have a permit approved by Richmond Hill Fire & Emergency Services. Complete the Application for Fireworks and Pyrotechnics Vendor Permit application online. | ||
Fireworks and Pyrotechnics Discharge Application | ||
If you would like to host your own fireworks display, you must obtain a permit, except on Canada Day and Victoria Day. Complete an Application for Fireworks and Pyrotechnics Discharge for any fireworks display that you wish to host. Setting off of fireworks is not permitted on public property, unless permission from the property owner is obtained. |

Open Air Burning Permit Application | ||
A permit is required for any open air burning in Richmond Hill. Complete an Open Air Burning Permit Application online. |

Property Records Search | ||

Please note only Fire Service records will be searched through this request process. Also, the property records search report is limited to whether there are outstanding notices or orders only (i.e., will not indicate retrofit status, last inspection conducted, or other information). If there are outstanding notices or orders, a copy will be attached with report. Fees:The cost for a property records search varies from $144.82 - $284.19 (plus HST) depending on the number of units within the property. If submitting a written request for multiple units or the building contains multiple units, please contact Fire Prevention so we can determine the fee in accordance with our tariff of fees by-law. |

Risk Safety Management Plan |

Who can obtain a report or order?
The owner(s) of a property or owner of a vehicle involved in an incident can make a request online for the following fire emergency documents:
- copy of a fire emergency response report (otherwise known as an incident report)
- copy of a fire investigation report
- copy of a fire inspection report
- copy of an existing fire inspection order
- current property records search report
All other parties requesting a report or order will require permission from the owner in the form of a letter of consent. This includes third parties such as (but are not limited to), insurance companies, adjustors, or lawyers acting/working on behalf of the owner.
Alternatively, if you are not the owner and do not have permission from the owner, and except in the case of a current property records search report request, you can make a request for these records through the Clerk’s Office by completing a Routine Disclosure Request Form.
