Transportation Master Plan Update
The City of Richmond Hill’s Transportation Master Plan establishes a vision for all travel modes within the City to the year 2051. The plan will guide the future of the City's road, walking and cycling networks, including off-road trails, and update transportation and mobility policy to support how people get around the City.

What is included in this update?
The 2023 Transportation Master Plan updates and integrates the previous Transportation Master Plan (completed in 2014), Pedestrian and Cycling Master Plan, and Trails Plan into one seamless document.
The Transportation Master Plan is completed as part of the larger York Region Municipal Comprehensive Review process for Richmond Hill, which also includes the City’s Official Plan Update and Development Charges By-Law Update. This process ensures that the 2023 TMP Update is aligned with the Official Plan and Development Charges By-Law, while at the same time guiding and informing the transportation policies and infrastructure projects contained in both of these Plans. The Transportation Master Plan is also aligned with both Provincial and York Region plans, including the 2022 York Region Transportation Master Plan, in terms of growth and land use forecasts, policy direction, and regional infrastructure.
Public Consultations
Extensive public and stakeholder engagement was conducted throughout the Transportation Master Plan Update process in order to gain input and feedback from the public and key stakeholders. This engagement involved a number of public information centres, public surveys, Official Plan open houses, key stakeholders meetings and presentations, and advisory committee meetings.
A copy of the presentations and other engagement materials is available in Appendix B of the Transportation Master Plan Report.
A recorded virtual public information centre was held on Tuesday, February 7, 2023 (available below).
