When are the tax rates available each year?
The budgets for Richmond Hill, York Region and the Provincial Government (dictating the education levy) are usually approved by May 30 each year. Tax rates are finalized after this date.
Keep in mind that reassessment is just one part of the tax calculation for the upcoming four taxation years. Tax rates are also based on budget changes for Richmond Hill, York Region and the Provincial Government.
How are my property taxes calculated?
Your taxes are calculated by multiplying your property assessment (shown on your tax bill) by the tax rate that applies to your property tax class.
The tax rate of your property class is calculated by multiplying the tax ratio for that property class by the base tax rates determined by Richmond Hill each year.
A similar process is used to set York Region's tax rates. Education taxes are calculated by the Province of Ontario's school boards.

What are tax ratios?
Tax ratios define the relative tax burden across the property classes, and affect the rates for each class. Tax ratios must be set within flexibility ranges determined by Provincial regulations for each region. The York Regional Council sets tax ratios and are applied region-wide.

As a result, for equal assessment value, the total commercial property class, including its subclasses will pay 1.3321 times more tax than equal assessed value in the residential property class. These ratios are then used to calculate the actual tax rates for each property class, based on the budgeted tax levy requirements.
Can I appeal my taxes?
You can appeal your property assessment and in very few cases, you can appeal your taxes.
Tax appeals may be filed for reasons set out in Section 357 and 358 of the Municipal Act, for the following reasons: property assessment class changes, and demolition and razed by fire. To initiate a tax appeal, complete the Tax Adjustment Application. The last day to file a tax appeal for any taxation year is February 28 of the subsequent year. For example, a tax appeal for 2024 will need to filed by February 28, 2025.

Services Received for Property Taxes
Richmond Hill property owners receive services provided by Richmond Hill, the Regional Municipality of York or local school boards.
Richmond Hill |
Some of the services provided by the City include garbage pick-up, snow removal, water supply, water treatment, solid waste facilities, arterial roads, planning and growth management, parks and recreation, fire protection and public libraries. |
York Region |
Some of the Regional services include community health programs, social and children's services, policing and emergency response services. |
School Boards |
The School Boards provide elementary and high school education. |
The property tax bill Richmond Hill issues helps to cover some of these costs. Richmond Hill administers the collection for the Region of York and the local school board and forwards your portion of the payment to them on your behalf.
How are residential property taxes divided?
Richmond Hill accounts for only about a quarter of your tax bill. The residential tax bill is divided as follows:
- Richmond Hill - 26 per cent of property taxes
- Region of York - 52 per cent of property taxes
- School Boards - 22 per cent of property taxes

Why do property taxes increase?
Richmond Hill is responsible for billing and collecting taxes for the municipality, York Region and the school boards. A property tax increase is the result of budget increase from Richmond Hill, York Region and the school board and the impact of reassessment.
