Zoning By-Law Amendment
Richmond Hill's Zoning By-laws are required to conform with the Richmond Hill Official Plan. These by-laws contain detailed requirements for how land can be used and what can be built on land, such as:
- Permitted land uses;
- Where buildings or other structures can be located;
- Types of buildings that are permitted and how they can be used;
- Minimum lot dimensions;
- Parking requirements; and,
- Building height and setbacks.
The Zoning Index Maps identify the zoning category and applicable by-law that applies to your property or property of interest.

You can apply for a Zoning By-law Amendment if you are planning a development proposal that does not comply with the Zoning By-law. Changes to the Zoning By-law must conform with the City of Richmond Hill Official Plan.
How to Apply
A Pre-Submission Meeting with Planning staff is strongly encouraged prior to submitting a development application. The purpose of this meeting is for the applicant to present a development proposal on a preliminary basis to confirm the approvals required for the development of a site, identify the studies and technical requirements and to provide feedback and collaboratively discuss the development proposal.
