The City of Richmond Hill has completed an environmental assessment of the Humber Flats Stormwater Management Facility (SWMF 1-4) to determine its current state and the optimal way to rehabilitate the facility to reduce the number of residential properties in the Regional floodplain.

This study is now complete and detailed design of this project is expected to start in 2025.
Project Background
SWMF 1-4 is located within the valleylands between Bathurst Street and Red Cardinal Trail, which contributes to the East Humber River. The study area includes all parts of the facility, which consists of three main components (see map):
The facility was constructed in 1997 and has a total major drainage area of about 188 ha. Based on updated hydraulic modeling performed by the Toronto and Region Conservation Authority (TRCA), it was determined that 123 residential properties adjacent to the facility are located within the Regional floodplain. The primary purpose of this Study is to determine potential alternatives and identify the best means to reduce the number of residential properties within the floodplain by reducing the floodplain extents while maintaining the stormwater management function provided by the facility.
The study has been conducted in accordance with Schedule B of the Municipal Class Environmental Assessment (EA) process (October 2000, as amended in 2007, 2011, 2015 and 2023). A Project File Report documenting the planning and decision-making process, including the analyses, evaluations and required consultations, has been prepared and is available for reference in the Notice of Completion tab below.

Public Open House |
To facilitate community input, an Open House was held on Wednesday, May 31 at the Oak Ridges Library, where residents were invited to join in the review and provide feedback on the proposed solutions for the rehabilitation of the Humber Flats Stormwater Management Facility. The Open House presented an overview of the project and study findings, alternative solutions considered, and the proposed solution. For those who were unable to attend the in-person event, an online survey was open to provide feedback between May 31 and June 18, 2023. A Notice of Completion for this project has been mailed to adjacent residents and published here on March 22, 2024. The Project File Report including the associated appendices is available for reference in the links below:
The study was available for public review and comment from March 22, 2024 to April 26, 2024. Any questions or concerns on the project collected during the commenting period will be reviewed and taken into consideration as the project continues into detailed design and construction. |
